2017 NEC 625.22 -- EVSE GFCI?

I'm not quite sure how to interpret this section. Does it mean that mean that a 40-amp 240-volt residential circuit to a NEMA 14-50 outlet, for purposes of EV charging, needs to be on a GFCI breaker?

Yes, car charger shall include build-in Class-A GFCI, which is "protection against electric shock of personnel" per 2017 NEC 625.22

Therefore, if charger is missing valid NRTL listing, or no build-in GFCI, then insurance adjusters can legally deny associated casualty claims.
