2017 NEC vs 2020 NEC

Hello,

We have a project in North Texas. The City is in 2017 NEC and 2015 IRC.
We designed the system according to the 2017 NEC and 2015 IRC. Then the plan examiner passed the plan and permit.

The inspector failed us and asked us to follow the 2020 NEC and 2021 IRC, which will cost a lot of money.
Is this even legal? How do we approach this type of issue?

File an appeal, I have done it and prevailed ! ... Also, it caused them to change their enforcement policy
 
That's an easy one. Do a changer order and let GC and owner fix it.
As a rule if the permit was taken out prior to there change to 2020 than they usually honor it. If no change to 2020 don't understand how it can be enforceable.
I bet a phone call would fix the issue. If not a visit to there office might.
 
The NEC has to legally adopted by your jurisdiction. There will be a process or document on how that is done
 
If the permit was taken out and the 2017 code was implemented then they cannot enforce the 2020 Nec on your project

Not here, or anywhere I know. The power that gives the AHJ the ability to enforce compliance with the code in effect at the time the permit was issued also denies him the ability to enforce anything else.

How do we approach this type of issue?
Climb the food chain. Ask him to get his supervisor involved. Be polite and civil, but also be firm.

An alternative would be to offer to do any changes he is willing to pay for.
