2017 new rules on torque reguirements and documetion.

I was at a seminar about the 2017 NEC, I was told that now I need to torque and document what I did, Where in the 2017 do I
find this article, and dose it only apply to contractors, or dose I it apply to industrial maintenance personnel ??

any and all informational is very much appreciated.

Here's the wording from the new section in the 2017:

110.14(D) Installation. Where a tightening torque is indicated as a
numeric value on equipment or in installation instructions
provided by the manufacturer, a calibrated torque tool shall be
used to achieve the indicated torque value, unless the equip‐
ment manufacturer has provided installation instructions for
an alternative method of achieving the required torque.
 
While this was new code text for 2017, it is not really a code change. Compliance with the manufacturer's torque specs was required by 110.3(B). Too many were not following the manufacturer's requirements so they added specific code text about torque.
 
Also please see Informative Annex I, this was added to the code before 110.14(D).
And torqueing has always been a requirement as Don points out.
I read it as an installation requirement, remember the NEC is an installation standard, not maintenance. There is a separate NFPA 70 document on maintenance.
From my experience, retorquing can be problematic.
But tests at IAEI mtgs document the correct torque can not be achieved by most with out a torque tool. Since this rule was adopted, there are some nice torque tools out from Klien.
I use Wiha torque screwdrivers as I work on terminal blocks with a 5-7 in pound requirement

Why do you feel that way. Most lugs I install and torque do not have a use once set up or special crush washer.
I was taught to squeeze down on the conductors, make sure there is no gaps in conductor strands, and then torque to make sure the conductors are seated well.
