When they wrote the 2014 change, the CMP did not consider a key as being a tool.2014 tried to define it that way, and ended up with an allowance for keys in a different section. 2017 is much more clear.
I don't see in this definition, whether or not it is OK to need to use a permanent ladder, as opposed to a portable ladder, to get to a readily accessible piece of equipment.
