2017 ready access clause???

For those of us not using the latest code edition where is the "ready access clause" in the 2017?

Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspections without requiring those to whom ready access is requisite to actions such as to use tools, to climb over or remove obstacles, or to resort to portable ladders, and so forth.

2014 tried to define it that way, and ended up with an allowance for keys in a different section. 2017 is much more clear.

I don't see in this definition, whether or not it is OK to need to use a permanent ladder, as opposed to a portable ladder, to get to a readily accessible piece of equipment.

When they wrote the 2014 change, the CMP did not consider a key as being a tool.

As far as the permanent ladder, it is permitted by the wording, but not sure it meets the intent.

which section would you be referring to??

FYI this installation has most likely been in place for 20 years it was just the other day as a courtesy walk thru I had seen it -- so legal / not legal (pretend there is proper clearances when door is opened.)
