2017 surge protectors for services

As I see in 285 it appears surge protection for services are allowed but not required. Am I correct?

It appears they are required in 2020 in 230.67 . Am I correct?

Thank you I thought perhaps I read the articles incorrectly. PA is still 2017

Note that it is only required for dwellings.

Not sure the reasons but has been mentioned that it is possibly to help protect the electronics in the AFCI's that are required to be used in dwellings.
