2020 NEC 250.32. Only the CEE grounding electrode is needed to satisfy the code?

Main structure. POCO pole with meter and main service equipment mounted on pole.

Separate residential dwelling structure.
Feeder from main structure to structure 1 phase 3 wire 240/120V 200A +EGC.
Plastic domestic potable water line serving structure.

Using 250.50 and 250.52 (A) (3)

All requirements for the CEE are meant. I see no requirement for a supplemental grounding electrode. Am I wrong?

The change for only requiring a CEE was made several code cycles back.
But the CEE has to qualify and likely the AHJ wants to see the connection. A vapor barrier at the bottom of the footer will disqualify the CEE
