Does a large steel reinforced Comercial AC equipment pad have to be bonded to the foundation steel / electrode grounding system? The pad is on the side of a new single story building.

IMO no. If it's likely to become energized then the EGC run to the equipment that may energize it would be sufficient to bond it.
