2020 NEC 408.4(A) Clarification

Does this language "Spare positions that contain unused overcurrent devices or switches shall be described accordingly" mean that all spares need to use the word SPARE or UNUSED? For whatever reason, our electrician used the word OPEN to describe all spare positions in almost 100 panels and the prime contractor's safety manager thinks it's a safety hazard. While I prefer the word SPARE, I can't find any interpretation that states a specific word must be used for the designation. Am I missing something?

We use the word spare but how is the word open unsafe? All of these spaces have circuit breakers in them?
