Older mobile home RV park that use to be a KOA campground. Many feeds from sites are failing (most lose a leg). The feeders from FPL H.H. are 6awg copper owned by the park/Privately.
I have done a couple meter/panel and integrated combo meter centers basically treated the same as a single family and converted the 50A cord to a hardwired connection to mobile homes. Now we have an earth pedestal combo with a meter (20A, 30A, 50A built in) we want to put in with a direct bored conduit from a transformer or H.H. The inspector is saying we need to swap out the standard 30sp and 50dp breakers with GFCI equivalent.
Inspectors are quoting 210.8 specifies 150V to ground or less need GFCI but here is my problem.

- multiple appliances in the RV have the potential to have a combined leakage current which exceeds the limits of a class A GFCI device
- definition of 551.2 "power supply assembly" : doesn't this qualify as a feeder (inspector is referencing 210.8 BRANCH CIRCUITS)
