2020 NEC Article 225.32 please define disconnect location, code states EITHER inside or outside and nearest point of entrance, thanks

house is finished, 200 Amp main service panel is at detached garage then underground to house panel with 200 Amp main
inspector wants 200 Amp disconnect outside house, referenced 225.32 location, article states disconnecting means shall be installed EITHER inside or outside
We contend our install complies with 2020 NEC Article 225.32
