Mike has commentary in the Vol 1 of Understanding the NEC, stating that this applies to breakrooms of Commercial occupancies. The topic covers food prep, beverage prep, and cooking but which are supposed to be considered permanent, all or which one(s) i.e. Coffee maker?
Which receptacles are to be GFCI protected- only those within 6' of the sink, or those on an opposite counter?
I can understand a fountain drink station in a convenience store, but if a breakroom has a sink, microwave and dishwasher- then all the receptacles?
What is to be considered as the "permanent provision for food prep"? maybe the countertop?

We discussed this recently. We mostly consider portable appliances like coffee makers and counter-top microwave ovens to not be permanent provisions. A sink is just a sink.

Something like a cook-top, wall oven, maybe even a free-standing range, etc., which would be more like a kitchen than a break-room, would be considered permanent provisions.

No, I would not call a counter-top "permanent provision for food prep."

What is the definition of food prep? Didn't find it in Art100! :)

I would however there is no public record to back this up as the change in the 2020 code to 210.8(B)(2) was made without a public input or technical substation. It was a panel FR.
