Sept 10, 2020 was the deadline. You can presumably try again sometime in 2023 for the 2026 NEC.

The inputs are all done online now under the "next edition" tap at nfpa.org/70. Right now that tab has the information for the 2023 code development process.
Sometime in late 2022 or early 2023 that tap will reveal a link to submit a Public Input. PIs for the 2026 code will have to be submitted by sometime in early September of 2023.
You could check that location now, and click on "view public input" to see if someone had proposed a change similar to what you want for the 2023 code.
In early July, the First Revision Report will be published there, and you will be able to comment on any First Revisions that were made, and you will also be able to comment on any of the PIs that were submitted but were resolved (rejected).
No new material can be introduced at this stage. The First revision report will be open for comment until August 19, 2021.
