208v single phase problem, 120v to Neutral....

I am having trouble with a pizza buffet warmer. It is served by a 208v single phase circuit. The warmer has a 120v overhead heating element plus five 60w 120v overhead lamps and two 120v blanket heating elements in the base. The black leg feeds the overhead element and the red leg feeds the overhead lamps and the blanket elements in the base, through a thermostat.
The problem that I am having is that when the thermostat for the blanket elements opens as temperature is reached, voltage in the Neutral goes to 120v and voltage at the overhead lamps goes to 208v.....burning out the lamps. Any ideas?

You should contact a local EC to trouble shoot the problem.
