208VAC flex cord disconnect

Is there a Industry Best Practice /Guideline or code that requires a person to turn off the breaker before disconnecting 208-volt recepticle (Eq. flex cord to a power drop flex cord)?

Turn off breaker,,,No. Remove all load BEFORE unplugging,,,definately, yes

I agree unless the 208V plug and receptacle are switch rated and are designed to be made and broken under full load like any other disconnecting means.

Was in England recently and if i'm not mistaken all their recptacles are 240v
