If 20 amp breaker and its a duplex yes. #12wire does not always = 20 amps you could have #12 and 15 amp breaker

Look at 210.21(B)(1).

Believe it or not, there are actually some '15 amp duplex recptacles' that are only UL listed for a '15 amp' circuit. so in that case NO. check the box listing.
