20amp receptacle being able to handle up to 40amps because of start up and in rush

What 20 amp 120 volt receptacle will i need to pruchase in order to handle up to 40 Amp Inrush and what size breaker ? do I put # 8 wire on a 20 amp receptacle on a 40 amp breaker and on one pole? since two pole breakers are more readily availble, What code artical allows this it is for a health care facility piece of equipment!! Thanks

Hard wire the piece of equipment, you cant do what you propose.
 
If you are talking "inrush" from an inductive load like a motor, I would expect a 20 amp breaker to have no problem holding a 40 amp inrush.

I don't know the trip curves but I would think a 20 amp breaker would hold at 40 amps for at least a minute or two, so an "inrush" for just 1 second or less should hold.

UL testing is for a 200% overload to be held for 2 minutes.
