It is true to say that,... everywhere GFCI protection is required for receptacle outlets no AFCI is required for any outlet

Again I say almost true. If I have a wet bar sink in a bedroom or living room there would be GFCI protection required within 6' of the sink and AFCI would still be required.

Just because NYS is accepting the 2008 NEC does that mean NYC is also?

NYC did allready starting with the 2002 code. Right now we are working off the 2005 with 269 Amendments. This summer 2008 will be used and it sound like their will be less Amendments
