210.17, AFCI in guest rooms

New pharmacy building, and there is a guest suite on the 2nd floor. It has a bedroom, living room, full kitchen, and bathroom.

210.17 says any guest room with provisions for cooking must be wired to the requirements of a dwelling. I believe this applies here but the drawings do not specify AFCI for anything. The guest suite has 1/hr rated walls and floor, and wiring method is EMT. I sent an RFI but curious if there is another code section I’m missing that would exempt the AFCI protection.


Another question I sent an RFI on: The engineer included specifications for Hilti fire block box inserts, but didn’t specify exactly where to use them. The outer layer of the guest suite wall is 1/hr rated, and the bottom of the floor joists is 1/hr rated. There are no electrical devices within the rated wall assembly, so I don’t believe the box inserts would be required. Any thoughts? The inside layer, which is the side of the wall facing into the guest suite, is a single layer of drywall. The ceiling is not rated. There is a sub-panel within the guest suite that contains all branch circuits for this area as well as the HVAC unit. I think only the floor penetrations for the sub-panel feeder and outdoor compressor unit would require fire-stopping.
