Can branch circuit be 14awg in commercial settings per NEC. All I can find is 210.19(4) and all it says is other than cooking equipment and 210.3(hvac,heaters,motors,etc..) I keep hearing 14awg is residential wire but fail to cite the NEC section.

It is permitted by the NEC in any type of installtion, residential, commercial, industrial. What you're hearing is a common electrical myth. Some local codes require a #12 minimum for all installations.

Also with Rob stated some blueprints require 12 or larger. I don't do much commercial but I have never seen 14 awg run in a commercial job for branch circuits.
