210.25 question-grandfather clause?

The situation is a 3-fam with common areas, one 100 amp panel. If you upgrade the service can you do one 200 amp panel or are you required to separate everything and do 3 panels and a house meter.
 
I don't believe you must have 3 meters. Many apartment complexes pay the utilities which is included in the rent.
 
I strongly recommend you talk to the AHJ and the local power company before you spend a dime on material.

Here in MA they really push hard for individual metering of dwelling units.

Yes, that is what the inspector wants. The owner of course is not happy and is seeking a modification from the state EI, so we'll see.
