I have an island in a dwelling unit I'm trying to fit a couple small appliance rec's into. I recall an article that says if the countertop extends X inches beyond the base cabinet a rec is not allowed there. Can't find it, little help please.

Not true; it's allowed. It just doesn't qualify as being the one(s) supplying the countertop.
