We have an inspection dept. that reads (while standing at grade level) quite literally. As in if you can not touch the receptacle. with your feet on the ground it does not count for front (or back) receptacle.

Is this what the code intends?
 
Why can't it be touched?

If it can't be touched, I would not consider it accessible (Admitting close
approach; not guarded by locked doors, elevation, or other
effective means.)

What purpose would it serve it cannot be touched?
 
Sorry for the poorly worded post!

If there is a plug on the deck that you can not reach while standing on the ground they are requiring another one.

201.52(e) states:

....at least one receptacle outlet accessible
while standing at grade level and located not more than
2.0 m (6 1⁄2 ft) above grade....

The outlet must be "accessible".
Anything over 6' 6" would probably require a ladder, but the requirement does not state "readily accessible".

How tall a person is, does not play a deciding factor here...a 6' 4" person would have no problem....my 4' 3" MIL would probably need a scaffold :D

As well they should. The intent is that a person should be able to use the outlet, without having to go through excessive trouble to get to it.

IMO, it would actually be less trouble to get to a receptacle on the deck. Most homes around here have shrubbery or flower beds everywhere except the doors. It would be easier to use the receptacle on the deck than having to get thru the shrubs.

Also, I, personally am more apt to have need of a receptacle on the deck more often than one at grade and unless the 2008 is in effect there would not be a receptacle required at deck level. Unless I am mistaken which has happened a few times. Okay, a lot.:grin:

Inspectors require one additional outlet to meet 210(E)1

Ok, so what's the problem! If it doesn't meet [2008] 210.52(E)(3), your inspector is correct. Yet, the inspector can't claim a violation based on a persons height!

You need another...

....at least one receptacle outlet accessible while standing at grade level
and
located not more than 2.0 m (6 1⁄2 ft) above grade....

There are really 2 dimensions in this article...
the horizontal [accessible while standing at grade level]

and

the vertical [not more than 6' 6"]


I don't know many people with 7' arms.
 
In our area, you would need another one. If it can not be reached while standing at grade level, we require installion of one that can be. I may not agree with the logic, but 2008 added the word "while standing" which seems to address this.
As wirebender noted, having it on the deck might be desirable taking shrubry into consideration. On the deck is fine here, as long as it is close enough to the edge so as to be reached from grade level (if there are no shrubs :) )

I was reading the one inch as a typo and really one foot, if it was one inch why not a slab instead of a deck, but either way the code also doesn't say while standing on essentially grade level either :wink:
