210.52 Island and Peninsular Receptacles

Under the '23 NEC is it correct to say that, regardless of available locations, a receptacle is not required for a kitchen island or peninsular as long as a circuit is available for future installation if desired ?
 
I read it a bit different and would not require the installation of a cable or raceway if a future circuit could be installed without damaging any finishes..for example where the cabinet is on the first floor above an unfinished basement.

What about this

(2) Island and Peninsular Countertops and Work Surfaces

Receptacle outlets, if installed to serve an island or peninsular countertop or work surface, shall be installed in accordance with 210.52(C)(3). If a receptacle outlet is not provided to serve an island or peninsular countertop or work surface, provisions shall be provided at the island or peninsula for future addition of a receptacle outlet to serve the island or peninsular countertop or work surface.
