Does this article require an outlet at both the indoor and outdoor portions of a split system for example a funace with an A coil evaporator on the inside and the condensing unit outside?

210.63 does not stipulate the type of HVAC equipment. The only exception is for evaporative coolers for one and two family dwelling. You are correrct that a receptacle will be required within 25' of each piece of equipment.

Just remember the required outlet does not have to be dedicated to the HVAC equipment and can also serve other purposes. Any general purpose receptacle installed within 25' of the equipment satisfies the requirement.
