Does 210.6D mean a 480-volt (single phase) lighting circuit can not be used to power a light fixture below 22 feet on a parking lot pole?
I don't know how I could ever measure more than 277-volts to ground on a 480-volt ( phase to phase) circuit.
 
480 from a 480Y/277 (Wye) supply is fine.

480 from corner grounded delta would not, 480 corner grounded delta would have two phases at 480 volts to ground.

Your assuming the supply is going to be grounded 480/277. The requirement covers the possibility that it is not.
