210.6D1 and 480 parking lot lights

Can you have 480V parking lot lights on 18' tall poles. I say yes b/c voltage to gnd is = 277 but does not exceed 277V. However some say no. If 480V is ok on 18' poles, then what is 210.6d1 trying to prevent.
480V is the highest voltage you can get for most pole lights? Perhaps 480V lights that are not on a grounded Y system???

If you agree with me, thats all I needed to hear. If I could just get Charlie B to buy in, I think It will be unanamous. (spelling ?, unanimous, you know all in the same boat).

As the inspector red tags it, you could open a hand hole and say, "wait a minute, look at that cord-&-plug disconnect & 210.6d2."
