Why would a exception specifically under 210.70 (A)(1) apply to 210.70(A)(2)?

The exception you are referring to is directly related to the code above it.

There is no code reference as 210.70 (2)(a).....see above.

Paul I think the op is asking if 210.70(A)(1)except. 1 applies to garages, hallways etc as stated in A(2). In other words can we have switched outlets in hallways, and garages rather than overhead lighting outlets.
 
Sorry I didn't finish. A(1) talks about habitable rooms so IMO it does not apply to hallways and garages so a switched receptacle would not be permitted in lieu of lighting outlets in those locations

I agree with that way of thinking.

I looked up habitable room and hallways is not part of the list.
