Before I actually submit any modifications for everyone to help along, I would like to know if anyone knows if the intent was to require the switch to be located in every habitible room, etc., along with each lighting outlet???

It was proposed to me that the intent was to have the switch in each room also, and I do not see that intent in the wording. Am I missing something?

I'm not sure if I might be missing what you're after, but.

I think that there's no mention of where the wall switch goes, at least one reason, is because sometimes it might be at the entrance in an adjacent room.

Each landing of a stairway needs a fixed lighting outlet and some cities such as Cleveland, Ohio require that.

The intent for location of the wall switch is unclear.

I'd say a "wall switch controlled" lighting outlet would be reasonable. Even if there were a switch in an adjacent room, it would still be compliant.
