210.70 Lighting Outlets Required.
Lighting outlets shall be installed where specified in 210.70(A), (B), and (C).

(A) Dwelling Units.
In dwelling units, lighting outlets shall be installed in accordance with 210.70(A)(1), (A)(2), and (A)(3) and (A)(2).
....

(3) Storage or Equipment Spaces.
For attics, underfloor spaces, utility rooms, and basements, at least one lighting outlet containing a switch or controlled by a wall switch shall be installed where these spaces are used for storage or contain equipment requiring servicing. At least one point of control shall be at the usual point of entry to these spaces. The lighting outlet shall be provided at or near the equipment requiring servicing.

(C) Other Than Dwelling Units. In all Occupancies.
For attics, underfloor spaces, utility rooms, and basements, at least one lighting outlet containing a switch or controlled by a wall switch shall be installed where these spaces are used for storage or contain equipment requiring servicing. For attics and underfloor spaces containing equipment requiring servicing, such as heating, air-conditioning, and refrigeration equipment, at least one lighting outlet containing a switch or controlled by a wall switch shall be installed in such spaces. At least one point of control shall be at the usual point of entry to these spaces. The lighting outlet shall be provided at or near the equipment requiring servicing.

Substantiation:

The text of 210.70(A)(3) and 210.70(C) should probably have been identical. Deleting the first instance and retitling the last instance and copying the first instance to it provides the same broad language for all occupancies. Protecting persons in non-dwelling occupancies from needing to enter unlit spaces is in compliance with 90.1(B) This Code contains provisions that are considered necessary for safety.

For what it is worth, as it stands and as proposed this code section does not require illumination only an outlet.

Lighting Outlet. An outlet intended for the direct connection
of a lampholder or luminaire.

If you are looking for illumination you may want to reword it.

Good question.

210.70 Lighting Outlets Required uses the same wording "lighting outlet" throughout.

I guess this is so an inspector can pass the wiring without bulbs in place??

The section you posted does not require even a luminaire to be installed. Just a lighting outlet with a blank cover should pass inspection I don't believe that is the intent but that seems to be the case.

The definition of lighting outlet says it is for a luminaire, not that it has a luminaire.
