210.8(B) GFCI - industrial facility

We have an industrial building that is completely open on all four sides with general use 120VAC, (HUBBELL) duplex receptacles installed on some of the columns.
The receptacles have plastic covers BUT are not GFCI protected - nor are the branch circuit breakers GFCI. There’s no question rain will hit the receptacles at some point - they’re trying to say since it’s in an industrial facility where qualified electricians are employed it’s ok.
Is this a violation?

They're probably correct, although it doesn't have much to do with being a qualified person or whether or not rain would hit the receptacle.

Look at 210.8(b) (4) exception (2) . It talks about having an assured equipment grounding conductor program.

But these receptacles do not fit that description. They would not create a hazard if power is interrupted

What code cycle are you all basing the violation off of?

Looks like a violation to me. Sounds like an indoor wet location...210.8(B)(6)

Sound like an outdoor car port type structure to me at an industrial plant.

At one time GFI protection was not required for that, but, things may have changed.
