210.8(D) does not say "receptacle outlet". It only says "outlet". Both of those terms are defined in Article 100 Definitions.
As the hard wired NM cable is connected to the wiring internal to the Dishwasher, the Premises Wiring System ends and the Appliance wiring starts. The Appliance is the Utilization Equipment that is taking current from the wiring system at the point known as the Outlet.
