To be clear a surge protection device is NOT required at a dwelling service panel but is required at each downstream sub panel supplied by a FEEDER (that are installed after this code)

Since the code says where a feeder (not service entrance cables) supplies dwelling units, etc we would not have to have a SPD in service panels for dwellings correct?

Also what is the best way to meet this requiremeny such as SPD placement and location? Thanks

In 2023 NEC, in 230.67 all services supplying dwellings shall have SPD protection integral with or adjacent to the service equipment

215.18 addresses dwelling supplied by feeders
Art 242 describes the requirements for Type 1 or Type 2 devices.

If you have feeders to panels, the exception to 230.67 does not require SPD at the service equipment.
230.67(B) Location.
The SPD shall be an integral part of the service equipment or shall be located immediately adjacent thereto.
Exception:
The SPD shall not be required to be located at the service equipment as required in 230.67(B) if located at each next level distribution equipment downstream toward the load.

But just because you have a SPD at the service does not mean you won't need it at the sub panel with feeder?

The code would not require it at the feeder supplied panels, unless they are in a second building and are one of the occupancies shown in 225.42(A).

It may be good practice to install it at both locations.

But why a second building why not another area within the same buildin?

I see the rule in 215.18 as being in direct conflict with the requirements of 230.67 and choose to ignore it.
