Was reading through Mike Holts change book last night and came across this new exception that allows "Grounded conductors that are not connected to an overcurrent device shall be permitted to be sized at 100 percent of the continuous and noncontinuous load."

Why is this allowed? You can have a feeder that is only a two wire (plus EGC) feeder right? And why should it matter if the ungrounded is connected to an OCPD?
 
The only reason to upsize the ungrounded conductors is to limit the heat at the OCPD. That is not an issue with the grounded conductor landed on a terminal, not an OCPD.
