I recently installed a panel with 100 amp main, 2 100 amp 2 pole branch breakers, 1 20 amp single pole and 2 15 amp single pole breakers. The load should never exceed about 60 or 70 amps from this panel though.

That could be a violation. Many panels have a maximum branch circuit breaker size and or max breaker sum per stab. Many EC realize this and wonder why the buss burned up. The information is usually on the label. I know that many GE panels have a max of 75 amp in their 100 load centers. We as EC must obide by the listing and not what we think is ok.

In most cases you go by the calculated connected load not the sum of the breakers.
Good question.

QO panel, even though the bus is likely same bus that is installed in a 125 amp panel, I'm pretty certain that it can take a 100 amp branch breaker. The 100 amp breakers are for 10 hp motors and are only 100 amp to allow for starting. I did not know about 75 amps in some GE panels - and that is not even a standard breaker size, you maybe meant 70 amps?

Only 100 amp QO panels I am aware of that have a limitation of 70 amps max branch circuit are the 6 and 8 space panels with aluminum bus, I think all others are full 100 amp branch rated or even 125 amp rated if the main rating is 125, and pretty sure all 150+ amp panels are rated for 125 amp branches. Some may accept more than 125, but those are breakers that will use two bus fingers per pole when you do run into that.
