Am I understanding this correctly? Table 220.12 gives us va value per sq ft for calculating general lighting load (which only includes lighting loads. Yet for dwelling and offices it directs you to J, k to calculate for both lighting and power (receptacle) but if you only had lighting going to J,K is not necessary, correct?

The minimum lighting load in dwelling units refers to all 120v lighting and all 120v general purpose receptacles, excluding the receptacles on your 2 or more 20a small appliance circuits and your 20a laundry circuit, which have to have additional va applied to them. In dwelling units, the Code does not specify a maximum number of receptacles on a branch circuit. It only states how to determine the minimum number of circuits and requires you to divide the loads proportionately. In other than dwellings, The Code gives you a va based on the square footage of the occupancy for lighting and a 180 va per outlet value for receptacle loads.
