220.3(a) dwelling unit garages

Does the computed floor area of a detached dwelling unit garage need to be added to the general lighting load to size a dwelling unit service?

I believe that 220.3(a) last sentence excludes garages from the general lighting load, and it doesn't matter if the garages are attached or detached.

Opinions?
