225.30 number of supplies

In looking at Mike Holt's "changes to the electrical code NEC 2020" handbook, on page #102 and 103; article # 225.30 Number of supplies, subsection (B) common supply equipment: he shows in figure #225-7 a "violation" in which a meter is shown on a pedestal with (2) enclosed circuit breakers (1 either side of the meter tapped from the meter). What exactly is the violation pls ????? in this scenario
 
Generally you can only have one feeder per building unless you meet one of the criteria in 225.30(A)-(E).
The info graphic shows as you stated
(2) enclosed circuit breakers (1 either side of the meter tapped from the meter).
Since those feeders do not originate in the same panelboard or other distribution equipment the requirements of (B) are not met.
