I understand that. Do others have a threshold or is it a case by case basis ? Is it some arbitrary parameter ? Just looking for other opinions.

Locally, the inspectors will allow a 2nd service if it's 300 ft from the 1st.

Ok. Now that leads me to “grouping” of disconnect requirements. Code is clear on what “shall be”, what is “permitted to be” and what “shall not be” when it comes to grouping of disconnects. How do you explain your responses ? With those measurements, they are not even within sight.

Have to do a bit of "cross reading" from 230.72 back to 230.71 back to 230.2 but the "grouping" applies to each service location. The disconnects for the 1st service must be grouped as must the ones for the 2nd service allowed under 230.2 but the two "groupings" can be separate.
