230.24 Service Above and below a roof

The local power company inspected a service installation at a location and stated rubber and plastic needed to be placed on the service attachments and service legs from the POA to the weatherhead and install a yellow brush guard on this house. The POA was 7 ? ft high from the 1st floor roof . They stated that any 1st floor roof that can be accessible from a window is to be treated as a balcony. Is this interpretation by power company correct? Thanks in advance!

Since the POCO makes the rules for their side of the service point, and these rules can go beyond any NEC requirements, there is no "correct" interpretation of the rule beyond their interpretation.
To the extent that NEC rules are more strict, you will have to follow those too.
If you can get to the roof without a ladder, and especially if it is a code required exit path, I can see their point.
 
True that they make their own rules (requirements), but it seems rather beyond the normal. :jawdrop: :eek:hmy: Was this a field rep. that inspected. I have gone one step beyond to get another opinion (saved one homeowner from having to upgrade existing 200 amp service to 320 amp).
I would appreciate a picture of the existing service. :)
