230.40 Exc 1

A 1984 NEC handbook commentary says Section 230.40 is new (in 1984). I am trying to find the intent behind the original Exception 1 to 230.40. Does anyone have any type of analysis book, a copy of the proposals, or panel comments?

All I have is the 1984 NEC itself. And, yes, there is a revision line in the margin next to that entire section. But I don't have access to any background information.

Don Ganiere was able to provide copies of the pages from the TCR and TCD the grew into the 1984 Edition of the NEC.
