To an existing building, a fire pump is being added. In order to route the service conductors from the utility padmounted transformer to the fire pump controller, the conductors wll be routed underground from the transformer into the building crawl space (dirt floor, less than 24" head height). Once inside the crawl space, the conductors will be routed above grade to the fire pump controller inside the fire pump room. The first floor of the building has a poured concrete floor (which would be the ceiling of the crawl space) greater than 2 inches thick. Would the installation of the service conductors in the crawl space be "considered outside the building" since the conductors would be installed under not less than 2 inches of concrete?
