POCO has UG service lateral about 50 feet to meter base. Customer has 400+ feet of UG from meter base to load. Load is outdoor equipment. No dwelling, no building. All UG is in conduit. The POCO ownership stops at the meter base, is there an NEC requirement for disconnecting means or overcurrent protection near the meter base for the service entrance conductors installed UG and in conduit. NEC 230 refers to entrance into building or structure and there is none.

The disconnecting means and overcurrent protection at the service are not required until you get to the end of your service entrance conductors. You get to determine where the end is located as long as you are still outside of a building or structure. The cash register (meter) is not service equipment, just consider it a wide place in the conduit. :D
