QUESTION: Any way to "see" the following scenario, so that 2 disconnects "Grouped" adjacent to meter socket, and a 4 wire feed to the remote panel(s) would NOT BE REQUIRED, and it would be permitted/code compliant to use Just 3-Wire from meter socket to respective panels ?

Non-Residential 2023 NEC scenario: (1) 400A double lugged meter socket, and (2) 200A panels with Main Breaker(s).
In Reference to:
230.71 Maximum number of disconnects, (B) Two to Six disconnecting means. (2) Panelboards with main service disconnecting means in each enclosure
230.72 grouping of disconnects.
"The two to six disconnects, if permitted in 230.71, shall be grouped. Each disconnect shall be marked to indicate the load served.
* Exception & (B) does not apply
Service Conductors (Art.100 The conductors from the service point to the service disconnecting means) from 400A double lugged meter socket run on the outside of the bldg. "X" feet left and right, penetrate wall to panel(s), compliant with 230.70 (A) Location (1) Readily accessible.
Main question to be as clear as possible. Any Legitimate/Code Compliant way to not consider 230.72 "Grouping of disconnects"?
