230.85 Em. Disconnect-Ahead or after Poco Meter?

Not sure why the utility would permit that....make the theft of power much easier.
However the code permits a disconnect marked
"EMERGENCY DISCONNECT,
METER DISCONNECT,
NOT SERVICE EQUIPMENT"
So it would be code compliant if the utility would be ok with it.
 
We have some like that on some older commercial buildings.
It just makes the whole “who owns what” sort of messy..
 
If you placed it after the POCO meters you could get away with two smaller sized emergency disconnects.
How ever not sure if that’s any cheaper in your scenario.
 
Also, there are some areas where I don't see how this requirement can be met. For example, historic city neighborhoods with a building with 2 dwelling units, such as the one shown on pic below.

Are these meters inside the residence or on the back side?
