We have a new 2500a switchboard 277/480. IS this something best done in house or sub to sub contractor who can do test? I have never done a test or seen it done. I just want a little input in the submit or performance test.

This requires special equipment and training. On many jobs today this is done by the manufacturer's service organization or a NETA certified contractor. I've seen on occasion EC's that have the equipment and expertise in house. Inoperable GFPE systems are rampant due to miswiring and wrong settings and that's why the NEC made the changes in 2017.
 
When they say installed. What exactly does that mean? how far does it need to be installed. do service conductors, feeders, need to be installed before the test if proformed. I know it says before the equipment has power but just curious.
 
Everything should be complete and ready to energize.

Thanks for help. after performance test what other items should be addressed during start up. The drawings are very vague and dont address the 1200a or 800a breaker settings, arc flash study, or any type of breaker sequence or cable testing.
