I ran across a voltage i'm not familiar with actually seeing in a commercial building in the Portland area. We installed some step down transformers for a power vent upgrade 208/230 primary-120 secondary. When checking the voltage the reading was 232-233-230 volt the strange thing is that all the buildings in the area are 208 volt 3 phase. Has anyone seen this before ?

What you measured looks like a 3-wire delta service at 240V nominal.
What were your measured L-G voltages?

Do not try to anticipate the voltage in one facility based on other voltages in the area. Here in northeast Wisconsin we regularly encounter 240V 3-wire, 240/120V 4-wire, and 208Y/120V 4-wire 3 phase services. Our electrical distributors stock meter sockets for these voltages in versions for the 8+ different POCO in this area (luckily there is some overlap in requirements).
