2300volt service at existing industrial facility

Our locality has an existing facility that is undergoing renovation. Utility is replacing all transformers feeding the plant. The new owners are wanting to use the existing main switchgear inside the facility. This switch has no overcurrent protection. Taps are then used to feed motor control systems (fused) for the equipment, all 2300v. My question is, can overcurrent protection on the transformers serve as the only OCPD per 240 VIII? This is the only service on the building. I know this is a loaded question and details are still in planning stage. Just want to see what is "normal" from you guys with more experience with higher voltage. Thanks.
