At 24V, it really doesn't matter. But generally speaking, the fixed parts should be the side connected to the line and the switched or moving parts should be connected to the load wiring. So in essence, opposite of your statement. If the hinged side is connected to the line, the fuse is still energized when open. Bad idea.

a lot of control people do it this way though. I suspect it has o do with the way they drew their cad symbols.

once they drew them up wrong, they are reluctant to change them.
