24 VDC PhotoControl and UL listing

I have an AHJ that is insisting that we spec a UL listed photo switch (dawn to dusk) for a commercial client. The system is a 24vdc solar system with batteries therefore no transformer. I have sourced a number of 24vdc phot controls but none are UL listed. Can anyone explain why these do not need UL listing (please supply reference if possible) so I can get this info to my AHJ...Thanks

I don't question the AHJ's decision, I just can't find any manufactured photocontrollers that are 24VDC and UL listed. There are a number out there on the market but not UL listed. If I can provide a reference to the AHJ as to why this situation exists, he says he will listen...just can't find the references.
(As for the first response, can't find a charge/lighting controller which meets the charge controller requirements of 45 A)

But I'd still like to know why manufactured 24vdc photocontrollers don't need to be UL listed :)
