24 volt splicing, j-box or not

When installing a power pack for a motion detector, are the 24 volt splices made on the secondary side of the power pack required to be in a junction box? I have looked over the code and section 300.15 of the 2005 NEC seems to apply. But I cannot find anything specifically that says you MUST have those splices in a j-box, conversely I cannot find anything that says they do not have to be in a j-box.

To further inform you of what is going on, the power pack has a 1/2" nipple on the primary side for installing into the side of a j-box. This allows for the 120 volt or 277 volt wiring to be spliced inside the j-box, as would be expected. This also leaves the 24 volt low voltage wiring on the outside of the j-box. Typically we have spliced "in free air", above the t-bar ceiling (not used as a plenum) and run the wiring to the actual motion detector device. An inspector is calling for the splices at the power pack to be inside a j-box but cannot cite a code section. I would very much appreciate if someone could cite a specific code section that would settle this correctly. Thanks,

If you say hey 300.15(H) which pushes over to 334.40(B).
There was no conductor type mentioned on load side, interesting read around 334.40(B) or all off 334 in toto
but only limited to NM, NMC, NMS, and only in exsting structures. You make the Call...
